Prepaid card issuing

I have a client who is looking to issue prepaid debit cards (private branded or non-branded). He is looking to issue about 500,000 cards with about $3 million in dollar volume to unbanked individuals who will be making purchases in the United States.

Please let me know any contact or source you can point me to regarding the issuance of prepaid debit.
