PCI SSC names Ed O'Neill head of business operations and risk management

Ed O’Neill Named Head of Business Operations and Risk Management for the PCI Security Standards Council
Longtime Payment Industry Executive to Lead Governance, Compliance, and Quality Oversight for PCI SSC
WAKEFIELD, Mass., 6 July 2026 — The PCI Security Standards Council (PCI SSC), a global standards body for the payment card industry, announced today that Ed O’Neill has been named Head of Business Operations and Risk Management for PCI SSC. In this new role, Ed will be responsible for business operations, enterprise risk management, governance, compliance, and quality oversight.
Ed brings more than 20 years of leadership experience across risk management, payment security, fraud mitigation, and global regulatory compliance within the financial services and payments ecosystem, including roles at the Federal Reserve Bank of Chicago, PULSE, Discover Network, and most recently, Capital One. At Capital One, Ed served as Vice President of the Global Payment Network Risk Office, where he was responsible for implementing programs to identify, manage, and mitigate operational, regulatory, payment security, and broader business risks across Discover Network, PULSE, and Diners Club International.

Ed lives in the suburbs of Chicago, Illinois with his wife and four children. Ed holds both an undergraduate degree and a Master of Business Administration from Loyola University in Chicago. In his free time, he enjoys watching and coaching his kids’ activities, traveling, being active, and spending time outdoors.
