Letter from the editors

Based on reports from other regions that implemented EMV (Europay, Mastercard and Visa) before the United States began to do so in earnest, the payments industry is expecting an increase in card-not-present (CNP) fraud here. The good news is that other regions are sharing methods they developed for thwarting CNP fraud, so we can build on their experiences. Also, fraudsters aren't the only smart ones. Methods for counteracting attacks on the CNP front continue to evolve. This issue's lead article examines the changing CNP landscape and progress being made to secure our payments.

Also on the EMV front, the EMV Migration Forum changed its name to the U.S. Payments Forum to reflect an expanded focus that, in addition to EMV implementation, addresses further technology implementations, including mobile payments, CNP security solutions and tokenization. Read all about it in News, where you'll also find articles on the ongoing chip versus PIN debate and Office Depot's lawsuit filed against Delaware officials over handling of unused prepaid card balances. And, sadly, in the news, we've also covered the passing of payments industry leader and Western States Acquirers Association co-founder Ken Elderts. He was a friend to many and will be sorely missed.

There's more on EMV herein, too. Delays in certifying EMV software and equipment have been troubling, and one contributing writer shares an insider's view on this problem. Other topics covered by industry experts include steps the federal government is taking to protect consumers from abuses in the payday loan sector that could result in decimation of the industry; the rationale for merchant level salespeople being independent contractors instead of employees; the need to go beyond data breach reporting in the United States; and issues banks are facing and why they matter to us.

We've also included the third portion of perspectives members of our advisory board shared on the state of mobile payments, along with features on how small merchants can do business on a global scale, and banks' emphasis on mobile services to retain market share.
